Enterprise Modernization
I help organizations replace outdated applications and fragmented systems with scalable Microsoft solutions. The goal is always a cleaner architecture, more reliable data, and a platform the business can support long-term.
Enterprise modernization · Microsoft 365, SharePoint & Power Platform
Technology expertise grounded in real-world business problems.
With 20+ years of experience across software development, SharePoint, Microsoft 365, and the Microsoft Power Platform, I help organizations improve business processes, modernize legacy solutions, automate workflows, and turn operational challenges into practical technology solutions.
I turn inefficient business processes into streamlined digital solutions. I analyze how work gets done today, gather requirements from the people who own the process, identify the manual and legacy steps slowing it down, and improve those processes with SharePoint, SharePoint Online, Power Apps, Power Automate, Power BI, Power Pages, and Microsoft 365.
My work spans SharePoint development and administration, Power Platform development, M365 migration, workflow automation, and application modernization — delivered for federal government programs including the Internal Revenue Service and the Department of Defense, along with pharmaceutical, healthcare, manufacturing, and local government organizations.
Today I continue that consulting and development work while designing software products through WebPowerDev LLC.
My goal has always been the same: understand the business first, choose the right technology second, and deliver solutions that organizations can confidently support long after implementation.
Why Organizations Hire Me
I am not the engineer who knows every technology. I am the one organizations bring in to understand a business problem end to end and solve it with the right Microsoft technology for that situation.
I help organizations replace outdated applications and fragmented systems with scalable Microsoft solutions. The goal is always a cleaner architecture, more reliable data, and a platform the business can support long-term.
I reduce manual work by automating approvals, notifications, and data handoffs through Power Platform. This frees teams to focus on decisions rather than chasing status updates across spreadsheets and email.
I build collaborative business applications on Microsoft 365 and SharePoint that bring documents, data, and conversations into one governed place. The result is faster teamwork and less time lost searching for information.
I mentor developers, review solution designs, and work directly with stakeholders to keep projects aligned with business goals. Good technology decisions happen when engineering and operations speak the same language.
I develop secure ASP.NET and SQL Server applications tailored to specific business needs. These systems are built for maintainability, auditability, and the operational realities of enterprise environments.
Through WebPowerDev LLC I design and support my own software products, including AI-assisted features that reduce manual data entry and search. That work keeps me current on tooling and on what it costs to run software after launch.
About
I replace outdated systems and manual processes with Microsoft solutions teams can run themselves — clearer data, fewer handoffs, and less time lost to workarounds.
The problems I solve are familiar to most large organizations: approvals living in spreadsheets and email, documents scattered across file shares and aging SharePoint sites, and legacy applications that no longer match how the business works. I rebuild those systems so work moves faster, reporting is consistent, and IT is not left maintaining fragile one-off tools.
My SharePoint and Power Platform work is not simply development. It is business process improvement carried out through technology: analyzing how a process runs today, identifying manual and inefficient steps, gathering business requirements, designing practical solutions, automating workflows, modernizing legacy applications, improving information management and user productivity, supporting testing and deployment, troubleshooting production solutions, and documenting both the solution and the process behind it.
I have spent my career in enterprise environments supporting federal agencies including the Internal Revenue Service and the Department of Defense, along with healthcare, pharmaceutical, manufacturing, and local government organizations — migrating SharePoint on-premises content into SharePoint Online with ShareGate, modernizing InfoPath forms and Nintex workflows into Power Apps and Power Automate, rebuilding line-of-business applications, and automating approval workflows. Before that, I ran my own technology consulting practice for seven years.
I design Microsoft solutions using SharePoint, SharePoint Online, Microsoft 365, Power Apps, Power Automate, Power BI, Power Pages, Dataverse, ASP.NET, and SQL Server. I work directly with business stakeholders to document how a process runs today, identify where the process itself can be improved, define a clean data model, and deliver something their own team can support after I hand it over. In federal application development and support I also work with accessibility requirements, including familiarity with Section 508.
Alongside that work I founded WebPowerDev LLC, which combines software development, SharePoint, Microsoft 365, Power Platform, business process improvement, automation, application modernization, AI, SaaS development, and technology consulting. Building and supporting my own products keeps me close to current tooling and to the cost and adoption realities that decide whether a solution is used or abandoned.
My Mission
Technology should simplify work, not add to it. I help organizations retire legacy systems, automate the processes that slow them down, and deliver solutions people will actually use. Whether the work supports a federal agency, a healthcare organization, or a small business opening its doors, the standard is the same: solve the business problem, and leave behind something the organization can maintain.
Replace aging systems and manual workarounds with supportable Microsoft solutions.
Design workflows that reduce handoffs, errors, and time lost to repetitive tasks.
Build practical tools that teams adopt and IT can maintain long after go-live.
My Technology Philosophy
Over 20+ years I have watched projects succeed when they start from a clearly stated business need, and struggle when a platform is chosen before the problem is understood. These are the principles I work from.
Every approval, rekeyed field, and status email is a step someone repeats. I look for the ones a system can absorb so the work takes less time and produces fewer errors.
I start by understanding the outcome the business needs, then select the technology that delivers it — not the other way around.
Adoption decides whether a solution survives. I design with the people who do the work, the stakeholders accountable for it, and the team that will support it afterward.
A solution that cannot be supported or extended becomes tomorrow's legacy problem. I build with long-term ownership in mind.
Platforms change every year. Staying close to how they change is what keeps a recommendation credible instead of dated.
New features and platforms only matter if they improve operations, reduce cost, or create new opportunity. I measure success by business impact.
My goal has never been to use the newest technology. My goal has always been to deliver the right solution that helps organizations work smarter, adapt faster, and create lasting value.
Professional Values
Protect confidential information, communicate honestly, and follow through on commitments. Trust is built one decision at a time.
Invest in knowledge deliberately, not casually. Training, hands-on work, and every delivery are opportunities to sharpen judgment about what to build and what to avoid.
Technology exists to solve business problems. I start with the outcome the organization needs, then choose the toolset that delivers it reliably.
Helping others grow is part of every successful project. Mentoring developers and reviewing designs raise the standard of the work well beyond a single deliverable.
Deliver work that holds up under real use: documented, tested, and straightforward for the next person to extend.
Technology should create opportunities and improve lives. From educational software donated to public schools to products that help small businesses compete, I aim to make technology useful beyond the bottom line.
What Teams Can Expect
Hiring managers should know how I show up on a team. These six expectations reflect how I approach delivery, communication, and ownership in enterprise environments.
I work with stakeholders and technical teammates to understand the real problem before proposing a solution. Ideas get better when business context and engineering reality are on the same page.
I explain technical decisions in plain language and keep progress visible. No surprises at go-live, and no one is left guessing what happens next.
Every recommendation is measured against the outcome the business needs. I avoid technology for its own sake and choose tools that fit the process, budget, and support model.
I set realistic expectations, track work in manageable increments, and follow through on commitments. When priorities shift, I communicate early and adjust the plan with the team.
I look for small ways to make systems, workflows, and handoffs better over time. Feedback is treated as input, not criticism, and the solution improves with each iteration.
I build with the next owner in mind, documenting decisions and avoiding shortcuts that create future debt. A solution should still make sense six months after delivery.
Why Organizations Trust Me
Trust is not a claim; it is a track record. These are the six things clients and employers have consistently relied on me for across federal, healthcare, manufacturing, and public safety environments.
20+ years inside large, regulated organizations — federal agencies, the Department of Defense, healthcare, manufacturing, and law enforcement. I understand how decisions get made, how change gets approved, and what it takes for a solution to hold up once it is in production.
I start with the process, not the platform. Before anything is built, I document how the work runs today, where it breaks down, and what a measurable improvement looks like. The technology choice comes after that conversation.
Replacing aging systems without disrupting operations is its own discipline. I plan migrations, retire fragile workarounds, and move organizations onto Microsoft 365, SharePoint, and Power Platform environments their own teams can maintain.
I mentor developers, review solution designs, and translate between business stakeholders and technical teams. Projects succeed when both sides agree on what success looks like, and keeping that alignment is part of my job.
I keep current through Microsoft Learn, instructor-led training, and hands-on enterprise delivery, so my recommendations reflect what the platform supports now rather than what it supported five years ago. Experience and business understanding matter as much as any credential.
Founding WebPowerDev LLC and shipping my own products taught me to weigh cost, timeline, and adoption the way an owner does. I bring that same practicality to enterprise work: build what earns its keep, and skip what does not.

My Professional Journey
This is not a resume. It is the story of how a career that started with educational software in Puerto Rico grew into enterprise modernization work for federal agencies and healthcare, manufacturing, and retail organizations — and how each chapter shaped the way I approach a project today.
2000 – 2007
Founder & Technology Consultant
After SalonHogar.com I founded Lumartek Group, a technology consulting company providing software development, IT consulting, graphic design, and business technology services throughout Puerto Rico.
During this time I worked with organizations ranging from educational institutions to pharmaceutical companies, helping modernize technology and improve day-to-day business operations. Leading a small team taught me that the best solutions start with understanding the people who will use them.

1998 – 2000
Co-Founder · Web Developer · Supervisor of Web Technologies
SalonHogar.com was one of Puerto Rico's early educational websites, dedicated to providing educational resources for students, parents, and teachers. I helped build and expand the platform while leading web technology initiatives and software development.
One of my proudest accomplishments from those years was helping in the continued development of a Microsoft Access–based student management application that allowed schools to manage grades and student information. The software was initially sold to private schools. Because several of the company's founders and employees had attended Puerto Rico public schools, we decided to donate the application to every public school on the island — an estimated technology donation valued at approximately $10 million. That decision reflected our belief that technology should create opportunities and give back to the community, and it still shapes how I think about the work.
A solution earns its place when it removes steps, not when it adds them. If people work around it, it has not solved the problem.
Every project I take on starts with the business outcome it is meant to improve, not the platform it will be built on.
Understanding how a team actually works today, including the shortcuts they rely on, is what makes a design hold up in production.
The tools have changed many times since 1998. Staying current is part of the job, and it keeps my recommendations honest.
Supervising designers and developers early in my career taught me that a team's capability outlasts any single system I deliver.
The work that created the most value happened when business and technology planned it together from the beginning.
Looking back over 20+ years, every opportunity — from educational software in Puerto Rico to enterprise modernization projects supporting federal agencies — has reinforced one belief: technology is most valuable when it helps people, strengthens organizations, and creates lasting positive impact.

Solutions I Deliver
These are the services WebPowerDev offers clients — not a list of specific past client projects. Each area describes the problem, the Microsoft technologies that fit it, and the operational outcome the work is meant to produce. My actual employment history, employers, and clients are in the Enterprise Experience timeline.
I design and deliver Microsoft 365 and SharePoint solutions that improve collaboration, document management, and governance. The structure follows how business teams already operate rather than how the tooling is organized. The result is one governed place for business information and the workflows that move it.
Technologies
Business value
I design business applications with Power Apps, Power Automate, Dataverse, and Power BI that replace spreadsheets, email approvals, and manual tracking. Each application is built on a clean data model so reporting is reliable from day one. Business teams get a supported application instead of another workaround.
Technologies
Business value
I modernize legacy business systems: Access databases, InfoPath forms, Nintex workflows, Classic ASP apps, and older SharePoint solutions. Existing business rules are preserved and documented rather than guessed at during a rebuild. Teams move to a supported Microsoft platform without losing the process knowledge built into the old system.
Technologies
Business value
When a requirement does not fit a configured platform, I design and develop custom enterprise web applications using Microsoft technologies. Applications are built to be maintained: documented, structured, and aligned to the existing data estate. The goal is a system the organization owns, not a dependency on one developer.
Technologies
Business value
I automate the repetitive work that consumes staff time: approvals, notifications, document routing, integrations, and data synchronization. Automation is applied after the process is understood, so it removes steps rather than accelerating a broken one. Every run is logged, which makes process performance visible for the first time in many organizations.
Technologies
Business value
I develop dashboards and reporting solutions that turn operational data into information leaders can act on. Metric definitions are agreed with stakeholders first, so the same question produces the same answer across teams. Refresh is scheduled, which retires the manual spreadsheet report.
Technologies
Business value
I integrate enterprise systems using APIs and Microsoft technologies so data moves between them without manual re-entry. Integrations are built with validation and error handling so problems surface early instead of quietly corrupting data. The outcome is fewer duplicate records and fewer reconciliation meetings.
Technologies
Business value
Through WebPowerDev LLC, I design and develop software products that incorporate artificial intelligence to improve user experiences, automate tasks, and solve practical business problems. AI is applied where it removes real work, not as a feature label. These products are built and maintained by me, which keeps the engineering standard honest.

We do not simply build technology. We look at how work gets done, identify opportunities for improvement, and use the right combination of SharePoint, Microsoft Power Platform, Microsoft 365, custom software, automation, and AI to create practical solutions. This work strengthens what I bring to enterprise delivery rather than competing with it. Advising organizations keeps me close to how operations actually break down, and owning products end to end keeps me accountable for design decisions long after launch — the same accountability I apply on enterprise engagements.
